This NPC is located in a park in Karakura Town. Then you have to fight the Hollows until you reach Grade 2. You also have to complete the Division Quests that you can pick up from Soul Society.

Once you reach Grade 2, you will be able to Meditate. Travel to Soul Society, you can press the M button to start Meditating. This activity takes 20 minutes, during which your character just sits and tries to hear the voice of their weapon. And to get Shikai in Type Soul, you need to Meditate 3 times, which can be very boring.

However, Shikai is worth all your efforts, so once you start the Meditation you can visit the official game’s Trello page or Discord server to learn about new updates. After the third Meditation, you will be able to enter your inner world and fight Shikai. If you cannot enter this world, you need to die once, and then everything should work as it should.
