The famous quote “Do not come to me with your problems without solutions.” is old school thinking.
For managers who do not want to take responsibility for problems, I have a different quote:

“If you are not part of a solution, you are part of a problem.”
Therefore:
1) Thank people for bringing problems to your attention.
2) Help them in any way possible so that they will bring you their problems again in the future.
