Ross L. Bilbrey was appointed to the First District Court of Appeal on December 23, 2014, by Governor Rick Scott and took office January 6, 2015. Previously he was a circuit court judge for the Florida First Judicial Circuit. He took the circuit bench in July 2012 following his appointment by Governor Rick Scott. Prior to his elevation to the circuit bench he was a Santa Rosa county court judge having taken office in March 2006 following his appointment by Governor Jeb Bush.

Judge Bilbrey has handled all types of cases that come before the county and circuit judges of Florida including criminal, civil, probate, family law, juvenile dependency, and juvenile delinquency. He was previously assigned all misdemeanor domestic violence cases in Santa Rosa County and was recognized by FavorHouse domestic violence center for his work in reducing domestic violence in Santa Rosa County. Judge Bilbrey chaired the Santa Rosa County Canvassing Board for the 2006 and 2010 elections, and the 2012 presidential preference primary.

Prior to taking the bench Judge Bilbrey was in private practice in Pensacola from October 2003 until March 2006. He practiced in the areas of civil and commercial litigation and family law. From May 2000 to October 2003, Judge Bilbrey was a legal assistance attorney for the Judge Advocate General Corps at the Naval Legal Service Office Central at NAS Pensacola. While there, he also provided legal services to NAS Whiting Field in Milton and NCSS Panama City. He assisted over 3,000 active and retired service members and their families. He was named Civilian of the Year for his work in mobilizing reservists to active duty following the September 11, 2001 terrorist attacks.

Before returning home to Northwest Florida, Judge Bilbrey was in private practice in Jacksonville for seven years. While in Jacksonville, he practiced in the areas of complex civil and commercial litigation.

Judge Bilbrey received his B.A. in political science with a minor in criminology and law from the University of Florida in 1990, and he received his Juris Doctor from the University of Florida, College of Law in 1993. While at the University of Florida he was inducted into Phi Beta Kappa, Florida Blue Key, and Omicron Delta Kappa. While at the University of Florida, Judge Bilbrey served as the Chancellor and Vice Chancellor of the Student Honor Court. He was initiated as a member of Delta Upsilon international fraternity.

Judge Bilbrey was an adjunct professor of legal studies at the University of West Florida from 2011 until 2014 and has taught criminal law, criminal procedure, and evidence classes. He was also a member of the legal studies program advisory board at the University of West Florida from 2011 until 2014.

Judge Bilbrey is active in the American Inns of Court and was president of the Pensacola Chapter for 2014 until his appointment to the First District Court of Appeal, having previously served as president-elect from 2012 to 2014.

Judge Bilbrey was born in Fort Worth, Texas, but grew up in Escambia and Santa Rosa Counties. He is a graduate of Milton High School. Judge Bilbrey is married to the former Christine Barber. They have three children.
