What Is Rsp In Special Education

Like many other professional fields, Special Education seems to have a language all its own. Understanding some of the most common terminology is important if your child is enrolled in a special education program or you think he or she may be eligible. Some of the most common terms include the Individualized Education Program (IEP), Special Day Class (SDC) and the Resource Specialist Program (RSP).

An IEP describes an educational program that has been developed to meet a child’s unique needs. Once a child has been identified as having one of thirteen qualifying handicaps, a team of school personnel and the child’s parents will sit down to develop an educational plan for the student. An IEP will include a statement of the student’s present levels of performance and will also include academic, social and vocational goals and objectives. Those goals and objectives will serve as a map to guide the school and the parents during the school year.

Each child who receives special education and related services must have an IEP. Typically, students and their parents will first attend a meeting at the school to determine if there is a probability the student would benefit from special services. These meetings have different names at different schools. Common names are Student Study Team, Student Success Team and Child Study Team. Regardless of the name, these meetings are held to discuss the student’s school performance and to determine whether the student should be formally assessed to determine eligibility for services. If the student is determined to need an assessment, it will be administered by a qualified member of the school or district staff. In the Santa Clarita Valley, as in most areas, learning disabilities are among the most common handicapping conditions. In this case, a school psychologist will administer a psycho-educational evaluation while a teacher trained in special education will usually administer an achievement test. The results of these assessments will be used to determine eligibility for services.

Should the student have a suspected disability in the area of speech, a qualified speech and language therapist will perform the assessment and report those findings to the members of the IEP team to determine eligibility for services. Students who qualify for services based on a speech and language impairment account for a significant portion of the special education population. Students who qualify based on an identified learning disability remain the largest group of special education students. Students who require special services for less than half their school day will typically be offered placement in the RSP. Those that require more services may be offered placement in an SDC.

It’s important to remember that regardless of placement, the IEP shouldn’t simply be written and then placed in a file. It is a living, breathing document. Regardless of the handicapping condition, a well-written IEP is vital when addressing the needs of a student.
