Regardless of the size of the arc flash or the voltage you are exposed to, the rules are the same:
If there is a risk of shock you must wear rubber insulating gloves rated (and heavy-duty leather gloves) to a voltage higher than the voltage you are working on or near. (be sure to understand your voltage cutoffs, see this article)
If there is a risk of arc flash, you must wear heavy-duty leather gloves or arc-rated gloves which are rated to an incident energy higher than the incident energy you can be exposed to.
