What is the difference between a thrust washer and thrust bearing?

Simply answered, nothing. The two terms are interchangeable. If a technical definition was to be sought, a thrust washer is a simple thin flat disk with a hole in it, while a thrust bearing is much thicker with rolling elements in it.

Which applications use a thrust washer?

The mechanical brake can be between the servo motor and speed reducer.
