Lucas, Elizabeth, Rosemary, and Lee are talking. Lucas thinks they should appeal to the Governor about the scheme to steal the water. Lucas wants to use the opening the Governor has offered to speak with him about his future instead to discuss these pertinent matters. Nathan arrives with news that he’s been assigned as the Governor’s security detail.
Rosemary thinks Nathan is the perfect messenger of truth to be by the Governor’s side, and Lucas notes that Nathan is receiving a medal at the dinner tonight for saving a hostage. Lucas and Nathan have each other’s backs as they work on behalf of the town.

Bill visits Elizabeth in the library with news: the land office has no record of the land being sold to Madeline St. John. He saw her sign the deed, so why didn’t she have it recorded? Bill needs to find her to get to the bottom of this.
Elizabeth runs into Nathan when she leaves the library. It’s an awkward conversation in which she tells him to be safe.
Florence and Rosemary are far more excited about her wedding dress arriving than Elizabeth is, but Rosemary says it’s just the distraction they need.
Florence doesn’t have anything to wear to the ball, so Rosemary decides to gift one to her. Elizabeth and Rosemary hope that Lucas doesn’t see the dress for bad luck, but trying to hide it from the townsfolk is impossible, with Mike even screaming his name.
Lucas prepares to take the Governor on a tour, but the Governor wants a photo of the Mountie and Scout first. Mitchell wonders why they’re visiting the hot springs with the water problem, but Lucas says to leave it to him. Montague inserts himself right into the situation and on the same buckboard as Lucas and the Governor.
The dress Elizabeth ordered isn’t in the box. They’re both panicked, but Rosemary reminds Elizabeth she’s an excellent seamstress. Rosemary senses something more when Elizabeth worries it’s an omen.
When Rosemary takes a dress to Florence, everyone wants to borrow one. Suddenly, Rosemary is a costumer!

When they get to the hot springs, the spring is full again. The Governor is waxing poetic, but Nathan and Lee wonder what Montague did to change the scenario. Lucas pulls Montague away from the group to try changing his mind.
Lucas’s attempt to appeal to Montague’s appreciation of the small town beauty Hope Valley offers falls on deaf ears. Montague will not reconsider.
Fiona will do everyone’s hair on the house. She thought it was going to be a disaster, but everyone has come together. Mei wonders why the urge to couple up comes with these events, and she reveals she might be interested in Mike.
Bill arrives at the hotel where Madeline is supposed to be staying. Nobody by that name is there, but Jamie emerges from the wings, with Madeline soon to follow. Bill’s face lights up when he sees her.
Lee and Nathan get the Governor away from the group and gives him the scoop. The Governor says such an outrage will not stand, not so long as he’s the Governor.
Madeline admits to Bill that her late husband was a gambler, and all that’s left is a small trust that Montague holds power over. He bribed her to get access to Bill’s land. She begs Bill to keep quiet lest her reputation is ruined and she has no way to provide for her family.
Lucas wonders if Mike talked to Mei. He urges him to talk with her after Mike says he’s sweet on her. Meanwhile, the ladies are also urging Mei to do the same.
When Elizabeth comes downstairs in the gown, she’s more concerned than ever. Nathan finds her in the wrong dress, and Nathan is overcome with admiration.
While Mei sits in her lovely new hairstyle, a guy comes by and asks her to the dance. It’s Harry. Mike finally arrives only to find she’s already taken.
Lee is ashamed that he has been taking money from Montague for months when the whole time he wanted to steal their water. He says all he wanted was to make a profit, but Rosemary knows better. This is their home where they will raise their child.

Everyone begins arriving at the dance, and I’m sorry to say that Florence looks like Cinderella.
Elizabeth’s head is turned when Nathan arrives. She wonders how his speech is coming, but he says it’s not coming so well. She tells him to look for a friendly face in the crowd and act like he’s just talking to that person. We know it will be a special moment between he and Elizabeth.
Elizabeth is poised in the middle of the room without anyone by her side, and he speaks directly to her. He’s so blessed to call Hope Valley his home.
Madeline arrives in Hope Valley, standing before bill with tears in her eyes. She returns the deed to Bill. He says she and Jamie can come here and start over. She feels she has overstayed her welcome. Then she reveals that the Governor used to be in business with Montague.
She asks Lucas to dance, while revealing what Bill just told her. Bill gives Montague the news, and Lucas says he has a plan.
Fiona and Faith continue playing matchmaker with Bella and Mei.
The Governor cares more about Union City and decides to invoke the principle of eminent domain. Corruption sucks. Given the earlier statement that as long as he is the governor will lead to Lucas running for office and leaving Hope Valley behind.
Lucas offers a deal that the two men are all too eager to jump upon. Lucas is playing the hand he’s dealt, and once outside, Lucas tells Elizabeth she was very good in there. He wants to so what he can to save Hope Valley even if he could be thrown in jail. The each wonder if the other wants them to go through with it. He’ll do whatever it takes. She calls him brave.
Lucas ascends to the stage and begins talking on the radio about everything he learned. He spills it all, and this will be his speech to the Governor’s mansion, too. Mitchell is pleased that someone stood up to the Governor and thinks they should talk.
The next day, reporters wants Lucas’s thoughts on all the things, and Elizabeth sees him in his element.
