SALINAS – No need to panic, but a test of the Integrated Public Alert and Warning System will be conducted throughout the nation Wednesday, so expect your cell phone, and everyone else’s, to sound an alarm and receive a text message at about 11:20 a.m.
The Federal Emergency Management System, in coordination with the Federal Communications Commission, will conduct the test of the system that will help ensure that Wireless Emergency Alerts and the Emergency Alert System are working as intended.

“The purpose of the Oct. 4 test is to ensure that the systems continue to be effective means of warning the public about emergencies, particularly those on the national level,” said the Federal Emergency Management Agency in a statement.

When the test begins, all wireless phones should receive an alert and an accompanying text message that reads: “THIS IS A TEST of the National Wireless Emergency Alert System. No action is needed.”
Depending on the language settings on your device, the free text message will be sent in either English or Spanish, and the text will be also be noted by a unique tone and vibration that is meant to make the alert accessible to the entire public, including people with disabilities, according to FEMA.
All major U.S. wireless providers participate in Wireless Emergency Alerts and will transmit the national test to their subscribers.

The Federal Emergency Management Agency said the test will be broadcast by cell towers for about 30 minutes beginning at the designated time – 11:20 Pacific Standard Time – and happening simultaneously in time zones across the U.S.
At that time, all compatible wireless phones that are switched on, within range of an active cell tower, and whose wireless providers are participating in the Wireless Emergency Alert tests should receive the text message. Cell phones should only receive the test notification once during the 30-minute test.
As part of a more expansive test, all radios and televisions will also broadcast a test emergency alert during the same time. A message will be broadcast for about a minute stating, “This is a nationwide test of the Emergency Alert System, issued by the Federal Emergency Management Agency, covering the United States from 14:20 to 14:50 hours ET. This is only a test. No action is required by the public.”
