Often Found in Large Boxes
As you progress through the game, you will find many arrows by breaking large boxes, and sometimes barrels. Use a two-handed weapon or a Stone Axe to quickly break them open when you encounter them to constantly have a supply of arrows.

Pick Up Arrows from Enemies
A gameplay mechanic in Tears of the Kingdom prevents you from getting hit by arrows if the bow-wielding enemy is outside your line of sight. You can use this to go near a bow-wielding enemy, point the camera on the ground, and pick up the arrows on the ground.
Use a Wooden Shield to Pick Up Arrows

You can use a Wooden Shield to farm arrows from enemies. Find a bow-wielding enemy and hold the ZL Button to target them and raise your shield.
Wait for the enemy to fire the arrow and block it with the shield. Release the ZL button to place the arrows stuck on the shield in your inventory.
