Lies of P contains 6 Legion Plug locations. Each Legion Plug allows you to unlock a new Legion Arm at Hotel Krat. Collecting all Legion Arms unlocks the Legion Arm Collector trophy & achievement.
This can be done after defeating the Parade Master main boss at Hotel Krat where you can speak with Eugénie and unlock the Legion Arm workbench, which later in the game becomes the Venigni Craft Machine. There you can find a section called Craft Legion Arms. To craft a Legion Arm, you need a Legion Plug. Below is a list with all Legion Plug locations.

Krat City Hall Courtyard
After defeating the Scrapped Watchman main boss, you will obtain Overcharged Storage Battery. Hand this item over to Eugénie at Hotel Krat to obtain the Fulminis Legion Arm
Center of Venigni Works

After defeating King’s Flame, Fuoco, you will obtain High-powered Flame Amplifier. Hand this item over to Eugénie at Hotel Krat to obtain the Flamberge Legion Arm
St. Frangelico Cathedral Chapel
At the top of the tower where you’ve kicked the brazier off the ledge to dispel the Decay pool at the bottom, there’s a lever you can pull to activate a wooden elevator shortcut. From the lever, look down to find some platform leading to a small alcove with two enemies. In here is a chest with the Legion Plug
Rosa Isabelle Street Entrance
On your way to Rosa Isabelle Street, you’ll have to enter a building full of chimney sweeper puppet ladies and babies. When you get to this building, you’ll find the Legion Plug on the top floor in a safe.

When you reach the hall with the cable car, go up the stairs and kill the white puppet enemy near the chest. Then, open the chest to retrieve it.
Krat Central Station Lobby
Shortly after leaving the station, you’ll come across a Decay elite enemy bashing his head on a door. Kill this enemy to have it dropped the final Legion Plug.
