I’ve been seeing this on youtube lately so I thought it was time we hashed it out here. The two greatest villains in the Walking Dead against each other. In this fight they would be at full strength before encountering Rick’s group. All the Saviors that have been killed are still alive and as for the Governor, before Michonne and Andrea come ie) Tim Crowly, Gargilio are all still alive and also Merle is his right hand man still. Also we are not drawing from the comics, just the TV show.
Negan:

Negan has numbers on his side and multiple bases and more resources at his disposal. He is probably smarter than the Governor and less insane. However his weakness is that he would probably try to extort from Woodbury and the Governor would probably fight till the last man before letting the Saviors extort from them. Personally though, Negan has more power and is a better leader as he has kept hundreds of people alive.
The Governor:

The Governor also has a decent number of soldiers and power at his disposal but not as much as Negan and most of Woodbury’s residents are untrained surviors (The Saviors have these too, but most appear to be soldiers). I would say the Governor is more fercious than negan and a better, stronger fighter but also more mentally unstable. The Governor’s biggest advantge is his desire to destroy threats to his rule and I’m sure he would do all in his power to prevent Negan and his group from extorting from them and he would probably die for becoming Negan’s slave. The Governor personally is a more savge survior and personally I think he is more evil than Negan is, plus if Negan tried to do psychologival warfare on the Governor (Like what he did to Rick) The Governor wouldn’t crack as he as nobody that Negan could hold against him. The Governor’ greatest weakness is that he would probably destroy half his army in order to kill the Saviours as this is what led to his defeat twice.
I can’t descide on a winner personally but I give Negan the edge for his army and the Governor for his ruthlessness and desire to destroy any threat to his people.
