A type antics but not always A. Every time we saw a black hoodie and gloves we presumed this was A/Mona? And her minions but it was probably lots of other people/teams with their own separate agendas. That is how come we had such a large list of A suspects.
The whole Dr sullivan bribed at the diner by “pretty eyes” was actually Jenna and Garrett doing there own non A team thing.

I think the Jenna/Garret team finds out through the police that the girls are going to see Dr sullivan and they bug her office, they find out the girls were stalked by A. They devise a plan to use Dr Sullivan and set the liars up with the shovel to create a diversion so that they can get page 5 of Alison’s autopsy and remove any evidence of their involvement the night Alison went missing. Toby is the extra person they use to blackmail Dr Sullivan which explains the first “pretty eyes”. And I think that Mona put Ezra Fitz’ diploma in Dr Sullivans office to stop the liars from saying anything in her bugged office for Jenna/Garrett to overhear. Jenna hates Toby seeing Spencer and she sets up his scaffolding accident. Toby goes away to work in Bucks county and is recruited by Mona. He joins the Mona/Ali/protect the liars team (see my previous team monison theory) This explains why he calls Dr Sullivan at the end and gets her to help Mona get into Radley. This would also explain why Mona had to distract Jenna to get Spencer on her own to recruit her to the “A” team.
There is a scene in 3×15 between Garret & Toby that I think backs this idea up
