Why are the flags at half-staff in Wisconsin today?
President Joe Biden ordered flags to be flown at half-staff “as a mark of respect for the memory of Senator Dianne Feinstein.”
Feinstein, a Democrat from California, was the longest-serving female senator in U.S. history. She died in office on Sept. 29 at the age of 90.

In a statement on her death, Biden called Feinstein “a pioneering American and a true trailblazer.”
“Senator Feinstein was a role model for so many Americans and she had an immense impact on younger female leaders for whom she generously opened doors,” the President’s statement said. “She was a historic figure, and our country will benefit from her legacy for generations.”
Who was Sen. Dianne Feinstein?
Feinstein served as a senator in California for over 30 years ― from 1992 until her death. She was the longest-serving female senator in U.S. history. Following concerns about her health and fitness to serve, Feinstein announced in February that she wouldn’t seek reelection in 2024.
Before her time as a senator, Feinstein served on the San Francisco Board of Supervisors from 1969 to 1978 and served as mayor of San Francisco from 1978 to 1988. She was the first female president of the Board of Supervisors and became San Francisco’s first female mayor following the assassinations of Mayor George Moscone and City Supervisor Harvey Milk.

Flags will be flown until sunset on the day of Feinstein’s interment, scheduled for Oct. 5.
Why do flags fly at half-staff?
“The United States flag flies at half-staff or at half-mast when the nation or a state is in mourning, according to USA.gov. The president, a state governor, or the mayor of the District of Columbia can order flags to fly at half-staff.
Most often, it marks:
- The death of a government official, military member, or first responder
- A national tragedy
- Memorial Day or another national day of remembrance
In addition to Biden’s order, some other states, including Virginia and California, have issued their own proclamations about flying the flag at half staff. However, as of 8:30 a.m. on Oct. 3, neither the Wisconsin Department of Military Affairs nor Gov. Tony Evers’ office have posted an official proclamation of their own.
Where do flags fly half-staff or half-mast?
Biden’s order requires that flags be flown at half-staff at the White House, all public buildings and grounds, all military posts and naval stations and on all naval vessels in the U.S. and its territories. They also must be flown at half-staff at all United States embassies, legations, consular offices, and other facilities abroad, including all military facilities and naval vessels and stations.
