Whenever users open the ‘Storage’ tab, they discover that the System has occupied the majority of their disc space.

This may be why – as several users have pointed out – after giving Storage settings in One UI permission to calculate app storage size (tapthe (i) button), the storage attributed to the system decreases. Source
It’s also quite plausible that in order to avoid cluttering the ‘Apps’ area, the device simply collects all of the app data and labels it as ‘System” data.
